Goblins, not the smartest berry in the bunch. Fairies, not the greatest farmers. Chibi-Sam, the worlds cutest diplomat.

The idea here, was that as Sam went on her way, she would encounter things like this, and have to solve them, while the cause of the problems would be the fact that the train had stopped coming bringing the vital items that kept order in check. Most complected idea in this comic, most poorly conveyed.
