Okay, bit of a long story here. My club belongs to a larger organization, the Northwest Federation Of Mineralogical Societies (NFMS for short.) Dues to the NFMS are based on individual club memberships. BEMS counts its membership differently from most clubs and every now & then a representative from the NFMS thinks that that's wrong. At the time this cartoon was done a suggestion was being made that BEMS should pay 1.6% what the other clubs were paying to 'make up' the perceived difference.
