A big chunk of the prose version was cut out of this, basically just the NDs talking about the executive operatives. All of the EOs except Rowena are at least half Lraenu (see 20 Galaxies, or this old reference file) so they have a lot of powers they can use, but these guys are convinced it's all just really advanced technology.
