More rats than anyone can handle! It's never explained in the story, but I had this idea that the rats were the "guinea pigs" got to test out all of dna alterations, robotic parts and other crazy experiments. So, while the other mutants were trying to actually be molded into potential super-soldiers, the rats were vivisected, mistreated or killed as needed. SO opening "The Cage" let all of these angry, tortured, hungry creatures out that can't be controled.
