So this is why he keeps rebuilding him!
Also the black thing is not some kind of censoring it's just the shape of the item X's team found after the fight against Double. I wasn't sure that people would remember it so I put it here again. But one of my friends told me that it was a bit confusing so I prefer explain. 
Also I'm not 100% sure that Bubleman is the WN-11 (Wily Number) for those who didn't get it). I didn't have my Rockman Gigamix with me so I couldn't verify it.
