Not sure if she's leaving it for the next person, or because her bag is full. Probably the latter, Hazel doesn't seem like a wasteful person.

A little of both, maybe. But mostly a lack of trust in my own artwork for people to realize those are sunflower petals unless there's half a sunflower on the ground.

…maybe I could've drawn an establishing shot of a sunflower field. Whoops.
