That green guy is just a random guy. When we see a green guy like that again, it will be a different random guy.
Full green people like that will always be used for random people. Any random person (except when there's multiple in one strip) will be full green. All full green people are random people.


Edit: Crap, I just realized I royally messed up as far as MegaMan is concerned. I fixed it now. Those who saw it before, don't think he's male again, because he's not.
