This is an early concept drawing of Mutsuto. Mutsuto is a kensai, (Sword master) and is hired by the emperor to guard him from Toshubi.
I didn't like putting the ears on top of the head so when you do get to see him in the comic his ears will be moved to the sides of his head like everyone else.
