I'm assuming there's a Hoenn Treasury Department - somebody is assumedly governing the region. Considering how well-ordered the place is, I doubt it's running on a state of anarchy.
Hell, there's gotta some reason why a Potion costs 300 pokedollars. Eesh, everything in RPG's costs so much…no wonder thieves are so rampant.
