Okay Qswtbt was able to get the first question!

What is the name of the city?
Latiris!!
It's written on every manhole cover, it's written inside the Council Hall, and it's been mentioned a lot by Issen and EG. For example Issen said, "Goodbye Latiris" right before he started heading out to the wall again.
