Sounds like Fudo and Mike had a conversation before the boy caught a knife in his chest. It seems sorta nonsequiter here, but Seiko's scar (that's on her thigh, BTW) is directly related to Mike's vulnerability… Here, he is refering to that special moment at the Halloween party. Seiko convinced Mike that he was safe now and could walk around unarmed. Unfortunately, Seiko's aversion to violence and generally sensitive nature prevents her from action. It's a pity Kaida isn't around.
