The second panel refers to the supplies Seiko brought to him in Chapter 48. He was … ungrateful at the time but has apparently been putting the gifts to use.

I hope this page offers proper explanation to the seemingly sudden appearance. Remember that be was following Kaida at the Renaissance Fair, and has apparently kept up this new hobby. ;-) (Btw, page 598 shows the stalking. A man reading a newspaper by a streetlight at night…)
