Brad, while not always "by the book" is one of my white knight sort of characters. He always acts responsibly to the letter of the law and of good practice. So it is almost out of character for him to answer the phone when driving. He did so only because Yuki's was dropped and he figured the call was important. The gesture of giving his phone over to Carl is also one of apology. He feels bad for giving the guy a hard time when he dropped Yuki's phone. It's basically a show of good faith.
