Five-yearly mugshot for a 36-year-old female inmate starting the 20th year of her incarceration, serving out 30 years of hard labour for assorted drug deals and solliciting. She has been cleaned up and freshly shaved for the photograph. Normally she would only be shaved every two weeks, but she gets an extra shave all over for this.
The Gulbazian legal system requires that nude full-body mugshots be made of all inmates every five years. These should clearly indicate what markings the inmates carry and what they look like at the moment the shot is taken. The shots are placed in the inmates' files, and also published on the Justice Department's website and in their official print publications, with the name, prisoner number, correctional tier, offense and years served included in the report. In addition, they are sent to representatives of the inmate in the outside world, to prove that the inmate is in good health. As Tier II and Tier III inmates never have any contact with their families, they are an important guarantee of the inmate's treatment and ability to serve out their sentence.
From the official outlets of the Justice Department (the website is very popular with the public), the photos are syndicated to a large number of privately owned publications.
This particular woman was arrested as a teenager for dealing drugs and prostituting herself on the streets, offenses which carry a combined sentence of 30 years to life, as a Tier 2 prisoner. In addition to the normal markings, he has a H on her left breast indicating she was a prostitute, and a series of checks on her belly indicating the number of babies she birthed as part of the Babies for the Fatherland while incarcerated. With six babies already birthed, she has four more to go before qualifying for early release. If she fails to, she will be released on the date inscribed in the metal plate dangling from her left nipple, 11 years from now.
As a Tier 2 prisoner, the woman is not allowed to grow out hair anywhere, but is not given medicines that will make her permanently hairless. The mark on her forehead is a chemical tattoo that can be removed. After her release, she will be able to resume a nearly normal life, if she can get her hands on enough clothes to cover her markings.
