It could be Atlantis or Pacifica…

Was thinking of it as a colony of Atlantis: Calling it Heliopolis (meaning "sun-city").

Heliopolis was an ancient Greek colony in Egypt. I imagine this one somewhere just past the continental drop off in the Gulf of Mexico west of the Florida sun coast.

Love the idea that mermaids are swimming out there.

This little tale was meant to establish the concept of the merfolk and introduce the characters of Callista and Larissa (mermaids) and their friends Vitellia (manatee), Gemelle and Pax (dolphins).

Stairs might decrative. Or left over from a time before Atlantis was underwater. Or religous? Or might be government contractors milking things…
