Here's another glimpse of what's going on planetside on the homeworld of my two-headed, cyclopean race.

Mind you, the Militak has, indeed, "annexed" the planet and implimented a form of martial law.
As illustrated in the first TFT3 comic, much like old school Communist Russia, the people have to stand in line for certain essentials.
Here, we see that not only has the Militak recruited/drafted some of the native citizenry, but, it is mostly Torbahni soldiers that police the streets. (Probably to give some illusion of Militak familiarity/friendliness to the people.)
Also, as this comic was technically made during the early days of EVIL EMPIRE, this was actually the first peek at what would become a Militak uniform. It's slightly altered to fit a Torbahn soldier, but, that's prettymuch what they wound up looking like.

So, Militak Soldier Izi of Kinroth has to keep "arresting" her civilian boyfriend, Lee of Honthor, in order to get a little snuggle time.
She joined the Militak to provide for her family, while he is morally against their actions on the Torbahni homeworld. Their ideology conflicts, but they are still very much in love.
