Doctrine of Pre-Emption

This was a difficult page to write, because not a lot actually "happens", and, coming on the tails of the previous page, I had to do some expository writing AND work an attempt at gags into the dialogue as well. It's kind of a tall order, and I spent a lot of time kind of stumped on it. Sorry if it is not as funny as previous pages.
