Yes, that's a Squidward minifig head. The other new bricks in this page are Obi Wan's hair and the tommy gun. LDD 4.0 came out yesterday. Unfortunately, my laptop isn't powerful enough for the advanced shading, so for now strips will still look like they have in the past. Sorry it's a few hours late, I fell asleep before I could finish this last night.

These days kids SAY 'Trick or Treat' but they don't mean it like they used to. The treats used to be a literal bribe. "Don't trick my house."

What they should do is bring a half brick in a sock for dealing tricks… =O
