Civil War Help Line

I wanted to create a civil war event, but I couldn't find out how. I figured, 'If it's hard for me, it could be hard for others.' That, or I'm just blind and stupid. There's n00b, and then there's internet disabled. T_T Anyway, this thread is a help line.
