Chapter 3: Featuring 'Bombshell'

The next installment of HU actually mentions some of the problems you brought up in one of your comments on HU (I only read your comment some days ago when browsing through the older pages, so I can't say I consciously tried to adress your concerns :-P), particularly to what degree HU would need the UN's approval when being assigned to a mission.
And when writing that very chapter, I thought of Bombshell as a loose tie between both HU and the UN, in the way that she is way more savvy of the political side of things than the other heroes recruited for HU. What I consciously avoided is making her something like an official UN authority - I left that to the HU commander, who I figured would be employed by the UN themselves (Bombshell is not exactly high up in the UN's ranks, so she's used to taking orders).
So her special ties to HU rather come from the fact that she is one of the five founding members, but I simply assumed she didn't have a hand in getting HU under the wings of the UN. The way I see it, she's just not interested in what the UN does with the HU program when she's not looking.
Since I've been informed these will be totally separate stories, perhaps I should pursue a story about HU's creation as a UN agency and organization by the UN? Bombshell's civilian identity would be a natural lead-in for that, since Conti works for the UN, and Bombshell was involved with the original creation of HU. Maybe something on the construction of the Command Center, who the Commander is, and an appropriate menace to both? Ways to make HU its own organization, not an echo of the JLA or the Avengers?
Bombshell could be similar to Tony STark's role in the original AVengers—Stark provided the meeting place and the butler, and much of the equipment. Similarly, Bombshell's knowledge of the UN might smooth the way for the choice of making HU "official"…
Your proposal sounds interesting, though I see Bombshell as too much of a vigilante - preferring to work alone when in costume, or, if working together with others, using her team-mates as means to an end rather than working together with them - for her to fill the role of HU's care-taker. She'd rather use her access to the UN to secretly manipulate things than to openly guide the HU program. That is not to say she won't cooperate - but only if she feels it's the best way to achieve her goal (that's the stance I took when writing HU:EGO).
Preliminary thoughts: I think this will be a story about the Commander and Bombshell,and their mutual mistrust of each other…plus a common threat to both. That way it stays a story about Heroes Unite, but still can have Bombshell solo. It MAY be narrated by the Commander.
