Some of the greatest villains are distorted mirror images of the respective heroes. Thus, this particular villain had to be some skinny brat who's extremely proud of denying herself any sort of physical indulgence - and who takes out her resulting frustration on those that don't.

Of course, that's not all there is to her… you've caught glimpses of her robotic enhancements on some of this issue's previous pages. That, too, is supposed to tie into the "body issues" theme later on.

But I'm getting ahead of myself…

(Disclaimer: Being skinny and being a villain are completely unrelated. I think.)
