It seems the Moroccans aren't buying the undead superhero theory and are blaming Dimitri for the attack on their human trafficking operation. Gang war time!
That guy in the wheelchair down in the right hand corner - that's Dimitri's father. You may recall way back in chapter 2 that Dimitri mentioned that his father killed the original Black Terror.
