Just to paraphrase for those of you who skipped all that dialogue (I can't blame you for that!): Mayor White is planning to build a giant wall around the city, pretty much because he's insane and wants to keep all the "coloreds" out, but City Council won't go for it. So he's hatched an enigmatic scheme known as "Project Nero" aimed at convincing City Council to fund the boondoggle. What is "Project Nero?" Well, I guess you'll just have to stay tuned and find out! ;)
