If you're unfamiliar with 'brain in a jar', it's pretty much the philosophical argument 'The Matrix' was based on. Since everything you sense is a signal interpreted by your brain, you could be a brain in a jar being fed stimulus by little electronic pulses making you think you're feeling and seeing things, and there is no way of proving for sure that you actually really are a living person, so the argument goes. Juu is magically generating electric pulses to make goggle man think he is perceiving things that he isn't. How is Juliet smart enough to control somebody else's brain to this degree? Well, obviously she is using magic to allow her own brain to make more connections at once that a normal person's brain can. It's just as plausible as using it to alter the rate of healing or strengthen the tissues, the brain being an organ after all! Super-multi-tasking? Now there's a superpower I'd love to have.
