Captain Midnight is a soldier.  He knows that one has to hit them fast and hit them hard.  Knowing each person's strengths can help for a quick attack.  It may seem like the Swimmer isn't doing much, but she is making him be unable to retaliate so quickly–imagine that you suddenly found yourself moving like you were underwater; your disorientation would be enough to keep you from doing anything.
