The new guy is Dragon, the second boss enemy you face at the end of Panel De Pon. Won't divulge too much on his personality, but whenever someone yells the word, "NO!" very loud like that, and isn't Sergant Doberman, it can only mean something going to go terribly wrong.
Like Phoenix and Sanatos, the Dragon sprite was made completely from scratch. It took quite a while, but I think they turned out very well.
