Yeah, by TMNT standards, the turtles ARE mutants, but not by X-Men standards. DC would refer to the turtles as "Metas." There are a ton of Metahumans who were all altered by external forces.
And it's kind of funny because TMNT was inspired by and also kind of a parody of the comic "New Mutants," so the fact that they're redefining what a mutant is is kind of amusing.
