XX1 needed to float, because, that way, he could literally never be grounded to a situation, which is essential for him in his role as impartial observer. Plus, his positioning in panels could be more dynamic that way, and when you're working with the limited repertoire of figure drawing that I've got, you need to take every opportunity you can to keep the image interesting.
