So, it may feel at this point that I'm just looking for excuses to use the other language, but it's something I debated on a long time. As each character comes along I have to ask, "would this person know the human tongue?" and in most cases the answer will be "no". They don't really interact much with humans, so they don't have any reason to learn it. This doctor, for instance,knows the boetheri and elven languages so that she can talk to her patients. Not anticipating dealing with humans, she never learned the third one. And while the scouts know both the boetheri and human languages, I don't think any of them speak the elven one. They don't interact much with elves outside of Agneris, so there was no real need to learn it.
In fact, of the characters we've met, the only one I can say with certainty is fluent in all three is Agneris. Grem-sarn may know them all, but it's hard to be sure since again, he primarily deals with Agneris and wouldn't really need the others. Most of the city's inhabitants only know their native tongues as even the elves and boetheri don't really interact that much. Leaders and organizers may know both languages, but for the most part they stay separate.
I won't bring in a lot of characters who don't know the human language. They'll primarily deal with Agneris and that first group of scouts that they met, who will understand them, but it would probably be safe to assume that most of the background characters you see won't have a clue what they're saying.

On a non-language topic, I'm not fond of the art here. I think it's the backgrounds, too light, too blank. I'm working on that, but I'll freely admit that they're my weakest area still, so sorry about that.
