A few hints for this one:

1) Use process of elimination. Work with one letter at a time and see if you can find a solution from there.

2) Think phonetically. Sound it out.

Okay, find the missing number in this pattern:

This is a long shot but… 8?
13, 7, 5, 4, ?, 3… 7 = 4 + 3.
So, taking that same pattern,
13, 7, 5, 4, ?, 3… 13 = 5 + 8.
Probably not the right answer, but that was something I noticed.

I also noticed "exactly a dozen". It sounds odd. Why would it not be exactly 12?

Here's an explanation:

By looking at the placement of the hour hand (Bill) of a clock, you should know that there can only be one place the minute hand (Ted)can be on the clock (e.g. If the hour hand is directly on the 12, then the minute must also be on the twelve). However, by looking at the placement of the minute hand of a clock, there will be twelve possible places the hour hand could lie (e.g. If the minute hand is on the twelve, then the hour hand could be directly on one of the twelve numbers).
