Ryuu:well technically, yes. To be brief in summing it up, after a god or goddess is defeated someone gets those jobs. Because the former god of love and creation wronged Ruby and Ruby defeated Lily, she got those jobs. Lily still has power, but its minimal compared to what she once had, and it would be up to the creators of the universe for her to be put back in that position.
