That is an Each Usige, with much artistic lisence taken, based on descriptions I read and the very few pictures I saw.
The water comment was due to the fact that the Each Usige will act and appear like a normal horse, until a rider happens to mount it. If it smells water nearby, it will take it's unsuspecting victim on a wild ride straight into the water (by now the passenger is glued to it's spne as well^_^) and it will drown and devour the victim, except for the liver.
